With regard to the issue of visas from the Czech Republic and Canada, the Commission regrets that Canada has not submitted to the Commission its report on the data collection visit to the Czech Republic to date, nor any other appropriate basis for cooperation between the Czech Republic, Canada and the Commission in the framework of the agreed `course of action`. Quarterly reports show that the average subsidy rate for motor vehicles remains very high (86.36%). Autogrant is an automated process by which an eVisitor request is reviewed and, if automated testing is performed, eVisitor authorization is granted, usually within minutes of filing the application. Japan plans to introduce an electronic visa application system for tourists in April 2020.  In addition to the six regular reports, the Commission adopted an ad hoc report in July 2009 on Canada`s reintroduction of the visa requirement for Czech citizens. This is the only case since the current visa reciprocity mechanism was introduced in 2005, in which a third country on the positive list reintroduced a visa requirement for citizens of a Member State. On April 13, 2012, the State Department increased visa processing fees for most visa applications, including an increase from $140 to $160 in commercial or tourism visas. The Commission continued to address the issue of non-reciprocity and concerns about the introduction of the ESTA levy to the US authorities at the political and technical level.  The Commission is committed to closely monitoring progress in implementing the measures described by Canada, including Canada`s prompt and appropriate monitoring of its data collection mission in the Czech Republic.
In the event of a positive assessment resulting from this mission, the Commission expected That Canada would immediately lift the visa requirement for Czech citizens, in line with its previous commitments under the ”measures path”. The Commission found that, in accordance with the minutes of the second meeting of the Czech Republic`s expert group – Canada (EEC) of 15 March 2010, agreed between the Czech Republic, Canada and the Commission, ”the adoption of the new Canadian asylum legislation – which cannot be implemented until 2013 – should not provide preconditions for the lifting of the visa requirement; the implementation of the alternative route would allow Canada to decide whether to waive the visa requirement before the implementation date of Canada`s new refugee legislation. The Commission considers that the provisions of Canada`s Immigration System Act, adopted on 28 June 2012, and in particular the decision to designate EU Member States as safe countries of origin and to process applications from their nationals in an expedited procedure, should serve as a deterrent for future unfounded asylum claims from the EU. The Commission therefore expects Canada to lift the visa requirement for Czech citizens from the date of the relevant provisions of the new law. In its proposal of 24 May 2011 amending Regulation (EC) 539/2001 of the Council, the Commission proposed to modify the existing reciprocity mechanism in light of the consequences of the entry into force of the Lisbon Treaty by adding to it the decisive role of the European Parliament. Under the leadership of some Member States and in view of the European Parliament`s demands for a new reciprocity mechanism, negotiations are under way with the European Parliament and the Council for a review of the existing reciprocity mechanism to make it more effective while ensuring full compliance with the provisions of the treaties.
